Part of it is brand recognition. The rest is just making use of what's already there. Sakura wasn't originally a major character in Fate/EXTRA. She was just a setpiece. The SE.RA.PH is based off of the Fuyuki Holy Grail Wars, so it utilizes figures who had some connection to those Wars as NPCs for its Grail War. The preliminary period of the SE.RA.PH Holy Grail War involved making all the participants think that they were just living a normal high school life in a normal school. Those who managed to break out of that cycle before the preliminary period was over would be allowed to participate in the War proper. Sakura was merely just an NPC created for that purpose. When Nasu decided to make Fate/EXTRA CCC, he wanted to center it around an NPC who had gone rogue. Sakura was the best candidate for what he wanted to do.
