I used to have 0 steam friends back when I made my account years ago to play TF2, but I had to add randoms because of either TF2 related achievements or steam sale related achievements reasons (can't really remember which).
It's years later that I managed to add actual IRL friends thanks to the Dota 2 boom and a lot of my college friends played it so we added each other to play together, most of them are offline for years now though.
