Well, I don't see much possibility of that. The current leak we have seems accurate so far and that says that Robotnik goes crazier over the course of the movie trying to catch Sonic. The final scene even looks like an ending/post credits scene since you can kinda see Robotnik's clothes are tattered.

You're right in that it's likely based on what's worked in Flash, but I feel there's a sub answer in that they're focused more on how it's worked.
A light or wind trail has its problems in either not being visually impacting enough or fading too quick, and fire trails are more comical than anything these days for speedsters, but electricity inherently has a sort of raw energy, its build up, its arcing, its continued surges afterward.
All of it works well for someone who is a wild, energetic character and whose power is raw speed.
