Tf2 unironically looked better at launch than it does now. They completely destroyed the lighting, shading and particle effects in the game for the sake of making a standardized source version across several games

TF2 looks better at launch than it does now not due to engine upgrades, but because they redid the weapon models twice, once to put them on the c_model system and another time to make them support weapon skins. They got really bad around their second rendition due to them fucking up the materials. If you took the original v_models from 2007 and put them in today's TF2, they'd look the exact same.
Map differences are likely from them not compiling maps with the proper settings.
