Video games aren't about fun anymore, they're about pushing the progressive agenda with cinematic experiences and "art". So no, we will never get a fun game about water physics. There aren't enough ways to pozz it up.
No, they're also about squeezing out money via microtransactions. They could sell surfboards and different colors and cool trailing effects that come out of your board and sweat outfits to wear or bitchin' Instagram filters to take screenshots of your epic surfing. Make it a mobile game and you've got a gold mine.
The amount of people interested in that is much smaller than the amount of people that would play a AAA cinematic garbage game and the payoff for the companies isn't as big. The only way such a game will happen is if it comes from an indie dev or if Nintendo makes a new Wave Race, but their hardware is such shit the physics probably won't be good enough for what you have in mind.

True, it would be an open model for that, but if that were the thing to get it made, then I would hope that the devs focus more on the engine to get the water effects and physics right.
There are a lot of things that are extremely difficult to portray properly in video games due to the limited methods of interaction you have with the game. You'd have to have the perfect controls for the game to be even mildly enjoyable. I could see it working as a VR game mixed with an input device akin to the Wii Balance Board, but not as a game you'd find on a console.
Physics don't need to be good because their fat cheeto fingers will be covering half the screen, just make a curved blue surface with some white lines scrolling across it and you'll fool most mouthbreathing mobile gamers.
Yeah it would have to be indie, Nintendo, or if EA sports licensed it.

Sure, but you need some crazy tech wizardry to get it running on consoles properly. Even PS4/Xbone. Then you have the design problems - everyone wants a realistic sim, they don't want Kelly Slater's Pro Surfer. That makes things even riskier. Hopefully someone eventually figures it out.
Recently a surf game came out on consoles called Surf World Series, I think. Don't know how that turned out, looked bad from the start.

Sounds pretty cool user, hope it happens and has a cool surf town story mode, along with other beach activities. Diving, fishing, beach games, surfing, etc. would be a pretty comfy experience.

Sounds about right. Maybe the game could include super crowded Summer lineups. You would be forced to be more aggressive and also watch out for other surfers in the water. Could be a really funny or frustrating scenario.
