What? The only difficulty comes from maximizing third eye usage and when to get the most out of meditate. That's why I like it so much. You can mostly focus on the actual fights instead of staring at your hotbars like Bards or MCH's.

99 will be the final level cap. There will be a point where they can't prune any more skills to make room for higher level ones. They'll introduce another form of progression to keep the leveling going, but it won't grant new skills.

BLU can heal itself with White Wind, tank with Mighty Guard and Diamondback, and can kinda DPS at about the same damage-level as NIN and DRG at level 50. Instant death skills allow it to completely ignore troublesome midbosses, but they can't be used on dungeon endbosses or raid bosses.
