These short videos are one of the things that just show how much worse Infinite is from the other games. I actually can't remember BS2, so I'm gonna skip that.
Bioshock 1: short in-universe video, likely to be seen in Rapture's TV by residents as ads, tells of what a random gentleman could do with these powers in every day life
Bioshock Infinite: short 4th-wall-breaking video, tells the player how to use it using gaming terms such as "click" and "click and hold" to explain the mechanic, directed. pretends to be like an ad to locals, but wouldn't make sense in-universe because of the aforementioned terminology.

Yeah, it's a surpisingly good weapon. Low EVE cost, lots of damage and stun, it's pretty great. I remember cheesing the first big sister fight with it, easy win.
