New Vegas is a whole new story with not much continuation especially since the NCR and BOS war happens after the events of Fallout 2

Fallout 3 is a WORSE continuation of the story of Fallout 2 because the Enclave was defeated in 2 and the BOS were not heroes in 2. The fact that both exist in wildly different states thousands of miles away has fuckall to do with 2 other than the names of the organizations.
The "setting" of NV has a better continuation of the results of 2 because the BOS is getting outclassed due to their codex and the Enclave should have been fucked after 2.

Defeated, not wiped out. The oil rig was gone, splinter bases became free to operate on their own.

True, but relevant, as the BoS in 3 are considered outcasts at the time by long time BoS loyalists, who can be found as their own faction in 3.

By the time of Fallout NV, we can see that the BoS is dying out, their way is doing things has been slowly destroying them from the inside out.
And then by the time of Fallout 4, the BoS has been revived by Lyons' new way of doing things which Maxson has continued with and merged with the old way of doing things.

Additionally, Elder Lyons originally wasn't going to step in until Dr. Li came pounding on his front door.

TLDR: The BoS only became "heroes" through the circumstances at play, Lyons had no intention of becoming an east coast NCR.

Not saying Fallout 1 didn't, just that Fallout 1 balanced it appropriately. In Fallout 1 the pop culture references and comedy always felt like a cool aspect that gets a chuckle out of you in the midst of a serious adventure, whereas in Fallout 2 it felt like the main focus of the game.

Not really a fan of 4 but Vault 87 is the source of the FEV in 3 and it's not the same strain as the master's. The super mutants on 3 are much stupider than the west coast super mutants, also there were lots of failed subjects in vault 87 showing that it's strain did not always work

I believe you are referring to the Vault 87 experiment. Well if you think about it, The master is just a human, Richard Grey, that fell in the vats at Mariposa so some strain of the FEV clearly existed before. It wasn't as well designed as his, obviously, hence the "Abominations" you find in 87, but failures such as these are also recorded in his logs, so maybe it was just a matter of time and the intelligence to use it.

the archives in the glow say fev was a military project to create super soldiers. they would just put tiny amount of it on stims to enhance combat ability. they also state all fev was stored in mariposa though 3 and 4 retconned this or something. dipping people in the koolaid was a hacky unintended usage of fev.

I think the original story (or stories) are contained in their respective games. Hence in NV you meet some of the characters from 1 and 2, and there are nods to events that happened in 2161 and 2241 respectively. So yes, in a way, the only things NV inherits from previous titles is the setting, but the setting is shaped by the stories of 1 and 2.

yes, the FEV was made to create rage filled soldiers. If the government stored it at Mariposa, it isn't impossible to assume they might want to have some (or even create those Super Soldiers) on the east coast as well, near Washington. Hence they *might* have contacted Vault-Tec to create a Soldier Factory near DC.

I don't know why there are still threads discussing it's shit story/factions - by far the worst part of the game. What made it enjoyable was the openworld/exploring/RPG elements. that one isn't explained in the games, but here's my idea. When he perfected the FEV enough to create the low-IQ mutants, he had them move him away from the VATS, somewhere more people could find him, to get more live subjects. The mutants were now getting smart enough to operate the dunking vats by themselves, so he wasn't needed at Mariposa anymore.
