It's kind of the opposite. Each one has a glaring flaw that really makes replaying them a pain. What it comes to is what kind of game play issues people have more tolerance for.
He seemed a lot better prior to his dlc. The little shit left behind of Ulysses>the guy.
It's just a straight line when you get down to it and Ulysses won't shut up about blaming you for a nuclear disaster caused by a courier package you delivered that you had no idea what the contents were. Other than getting to upgrade ED-E I didn't care much for the DLC myself since it was the culmination of all the previous DLCs' plotlines. It wasn't bad though.
Yeah it's not awful, just obnoxious and kinda dissapointing considering Uylesses.
Old World Blues and Dead Money are still best.
Imo I wouldn't say it's because of their flaws, I'd say it's because they each offer expiriances very unique to each other

It just isn't that interesting. You can't make an entire DLC hinge on one crazy man being butthurt about something you did but didn't really do in the past that you're not even aware of. It's not enough. It's like if Dead Money had nothing but a linear map, no other characters, and Elijah annoying you every 5 minutes.

Courier Six has no past but what you give them. That's the entire fucking point of making the Courier some nobody who got shot in the head in the ass end of nowhere and not a Vault Dweller yet again. Well, basically Divide people managed to rebuild pre-War society since Divide was untouched by the nukes and they didn't have to regress like NCR (who more closer to XIX US, not late XX US)

Yep and because of this benefits Divide doesn't have to recreate society model from broken pieces of existed once. NCR managed to inheir old world's greed, but not knowledge of how build and manage, considering how few resources left you can understand why Caesar wanted to stop it

Yeah that seems to make the most sense, especially considering when the Courier tells Ulysses that the destruction of The Divide was an accident but what Ulysses is doing is madness, and Ulysses claims that there's "purpose" in what he's doing. I think the writing does a good job in terms of building up to that climax.
