The game wouldn't have the standing power of DDLC though because the DDLC devs are still actively making shit like merch and other games including some game that has a mild connection to DDLC if I remember right. And it was a lot of people's first VN, which is why it was able to stay up for so long. KS doesn't have any of that and would end up living in DDLC's shadow.
Either way why would they spend the cash to put the game on Steam when they clearly are done with it and moved on?
Last thing they did with it was a book almost a year and a half ago. They're clearly done with it. If the site goes down, there will still be people who have the game ready to share it on /ksg/.
Sometimes games die or stop. There's nothing wrong with that. Katawa Shoujo doesn't need mainstream appeal, especially now that the studio behind it is seemingly done with it.

It's like $99 to put a game up on Steam, it's not that expensive considering it's for perpetuity vs yearly server + domain fees.
Then all they have to do it upload the binary and copy paste images and text from the website, it's not that much work.
