In the first panel the targeted "consumer" is a kid who doesn't have any money so he sticks to free to play games and occasionally spends his birthday money on microtransactions because why wouldn't he. He still doesn't have a reliable income in order to regularly buy full priced games and mommy and daddy don't give them a regular allowance.
In the 2nd panel, the kid is a bit older and got his 1st part time job that gives him some money. Now that the money for games is no longer an issue, he can afford full priced games on a regular basis (which also includes buying shit games, then bitching about it on Reddit as a "protest" even tho he will buy the next AAA shit game on day 1, it's a never ending cycle). Even tho there are no microtransactions in these games, the idea of them are normalized in his mind because he grew up with them.
Which leads us to the 3rd panel, the kid is now fully grown up. The idea of microntransactions are normalized because he spend his early childhood playing games that are filled with them. Full priced games (even if they are shit or just too short to justify the full price) are also normal since he was buying them during his teenage years once money no longer was a barrier. Now that he is a young adult, everything that he thought was fine and normal manifested itself into a single abomination - full priced games with microtransactions. The young adult now has a full time job, so wasting money on this cancer isn't a problem for him. He views paywalls as but simple barriers that he can now cross due to being employed. He lacks the ability to understand that he was groomed into being a coorporation sheep over the period of all these years. His prefered go to argument when confronted about his spending behavior is a simple "lol its my money".

TF2 was the biggest shit ever at the time of the Mannconomy update, it was a game that almost everyone had already paid money for, and somehow, someway, this time it blew the fuck up, people left and right gouging far more money than they ever spent on the game on keys, hats, tags, weapons, you name it- and from there, there was nowhere to go but down. Shit was fucking proven that not only can a popular game with extensive, intrusive microtransactions be allowed, but even welcomed, aggressively by the fanbase.
If you want to point to anything as the reason valve no longer makes standalone singleplayer games, look at Portal 2. It's a fantastic game, but Valve didn't really make anything like it afterwards. Why?

Tales games used to have tons of unlockable costumes and sidequests of varying absurdity to go along with them. Now there's barely any costumes in-game as the majority are DLC. They "make up" for this with the various attachments that are available in game as though getting to put shitty looking kitty ears on a character makes up for the loss of all the additional content the games once had.

You could play the pve mode in the arcade for free. You can also buy most cosmetics on the market for far less than buying lootboxes would cost you. You could have bought some of the ultra rare cosmetics for a few bucks. There are a few cosmetics(terrain,prestige immortals) that cannot be traded and are exclusive to the battlepass but none of those require you to open lootboxes. The exclusive sets in the collectors cache require you to buy lootboxes and are untradable except for the ultra rare ones. But even there they added a thing that lets you select which set you want after you bought a few of the boxes.

They are also best suited to implement policies that will damage their income and continue taking that hit until the public sentiment shifts entirely in their favor and their sacrifice is transformed into competitive advantage - other companies who took advantage of Valve's weakness for their ethics can follow suit and smarten up or see the entire industry turned on them.
There's no question we can imagine a better champion than Valve but they're the best we got. There's no equivalent to Valve among Twitter, Google, Facebook, Apple, or Microsoft. The Tech juggernauts aren't going to budge an ethical inch voluntarily. Valve can to its short-term detriment. Valve has the choice to not allow greed to be it's primary motivator. It has a choice nobody else has. You can say what you will about how they behave but nevertheless but they uniquely have freedom.

Artifact was intended to be a long-running competitive game that you paid for that you would have to pay exorbitant amounts of money for card packs just to continue playing the game.
