Pinwheel is "easy" becuase he is an early boss game that most people like to kill during middle or late game.

The catacombs are accesible from the very moment you get into Firelink Shrine, and although is not the intendeed path to continue the story, there are a couple of things that would definetly help the player.

Pinwheel is weak because he separated himself into several copies. The boss fight is just one of those. You meet several more later on.

They still made the area before him like 10 times harder than the boss himself

The whole Catacombs is arguably made extremely hard in early game as a way to tell the player that isn't the right path.

With only 5 estus (or more if you somehow managed to keep them from the Firelink Shrine bonfire), unupgraded weapons and armor and an overall lack of an experience, that place can be hell.

I am pretty sure what happened was that the Catacombs were originally intended to be an actual early game area (yes, I know you can do it at the start, but the skeletons are HP sponges meaning you are encouraged to take the other way) so Pinwheel was tuned towards a fresh character. Then they buffed the area, but forgot to buff Pinwheel accordingly. I can see them changing this late in development to make the game less confusing, as new players could beat the Catacombs first and get lost in the Tomb of the Giants and quit. Those are my two cents as for why Pinwheel is so damn easy.

He is same enemy like the ones you find in divine valley. If you wait enough he will suck your age with his flute.
