The arrows are literally the opposite. Story never matters, music can be good but is always muted if you replay in favor of background videos/music, art direction can last forever but depends on the graphics holding up with- and supporting that style, and gameplay is always the only real reason to play a videogame.

It's a game, not a book or movie. Stories will never be able to matter in games, they're fun amd forgettable flavors, sometimes to be an excuse for receiving upgrades.

I'd say setting is more important than story, no one cares that Doom guy is gonna save his bunny but the fact that you are going through hell kicking ass is great, the presentation of the story is also more important than the story itself too, which makes stuff like art direction and music shine and make a game more memorable.

I've played games like Fire Emblem Fates where the gameplay is pretty fun and engaging on its own but the story is so actively awful I have no investment in what's going on so when the gameplay loop hits the slightest speedbump with a dumb gimmick or annoying map design I have no motivation to overcome it.
In contrast I enjoyed Fire Emblem Echoes a lot despite the much simpler gameplay and archaic design choices because I was very invested in the characters. I might not go back and play either game ever again but enjoyed the latter a lot more, even though the gameplay wasn't as good.

Of course neither of those are examples of truly "amazing" gameplay that could stand on its own without any framing device, like Tetris. Ultimately if you're making a game story, music and art direction are all extraneous, all a game needs to be playable and enjoyable is solid gameplay being effectively visually conveyed to the player. But all of those things can make a big difference in the game's presentation, even if your game could technically just be done with the player inputting commands and getting a text readout.

Yes, the point I was making is that not many games have gameplay good enough to stand completely on their own and those other elements help to smooth that over. Even still disregarding any story, elements of visual and sound design can make the basic gameplay loop a lot more satisfying.
