It's a step in the right direction. Once they start allowing custom maps to be added and people can really start being creative then Overwatch will recover.

Blizzard will heavily moderate what they allow to be added, they're not as dumb as Nintendo who dropped a stage editor and didn't have a team ready to immediately curate what's being created.

Storm Rising was trash and the Workshop is jackshit compared to modding tools. Overwatch is objectively on a skeleton crew in Blizzard and they're purposefully sinking the Overwatch League next year with local arenas

this, I'm waiting to be able to do custom maps before investing time again. There's no reason for blizz not to do it considering they don't do DLC for Overwatch and they could just take good community maps and add them into the rotation for QP and Comp. New content for a fraction of the effort.

yeah the modding scene was huge in cs 1.6 and css too but the vast majority wasnt for competitive play. creating a competitive map that is balanced is extremely hard. look at the map rotation in csgo, most of them were either made by valve or an overhaul or an already existing layout.

You need to be more realistic.

There is no fix for overwatch when ults are still your bread and butter to win the game as a core game design. That combined with maps full of chokepoints and zero way to give the player an more free experience with the characters, strictly playing as the game devs want to, youre just in for a boring game.

Overwatchs only saving grace is the good presentation and polish, but even that is being somewhat tarnished by the godawful recent characters design.
