it is, except unlike most other open worlds there isn't much lore or story to find that adds depth to the world, only shallow references to the older games
the best example is the Great Plateau, it's heavily implied to be OOT's Hyrule/Castle Town that was raised into the sky above regular Hyrule which has potential for a ton of interesting development but never goes any further than that

Ocarina Of Time is one of the greatest and most important video games ever coded. It's a milestone in game design. You can literally split the gaming landscape into BEFORE OoT and AFTER OoT.
Quite often, many lesser-minded and uneducated younger kids cannot stomach being told that something they weren't even around to experience is considered the best thing ever.
