Not really. Her character development is basically turning from a complete stuck up bitch to an attention seeking emo slut. Sure you see her open up about her past and getting bullied but I still wouldn't call that the most character development to happen.
Chie learns that she doesn't have to do everything on her own. Yukiko understands that she needs to take responsibility and make her own decisions instead of just floating along and getting thrown into situations. Naoto comes to terms with her gender and how it affects how people perceive her, as a detective and as a person. Rise - well Rise just lust for the MC's cock so I'll give you that one
