In some games, gameplay is the most important thing and music or art style or story may be the second most important, in some games story may be most important with gameplay just behind, in some games it's different from that too.

Kazuma: ranged attack, can steal items/grab them from far away, maybe Drain Touch NPCs to make Megumin less useless
Darkness: basically Olaf (the shield guy), can block attacks or others can jump on her to reach higher spots
Megumin: can cast explosion once then has to be carried around, some levels have a mana potion so she can cast it again
Aqua: nullifies poison, melee attack?, (limited) heals?, maybe certain puzzles require you to kill Kazuma and then Aqua has to revive him

Who the fuck weights these things? This isn't a mathematical equation. What care about is how much entertainment I get out of games. If the gameplay sucks but the story keeps me hooked, that's fine. In those cases, usually atmosphere and soundtrack become much more important, too. It happens rarely, but it does.

Different kinds of games obviously have different priorities (would you play a rhythm game with shit music and unresponsive controls?) but no matter what you obviously need at least a baseline of workable gameplay so the player can experience the game. Different genres have different standards but even pure visual novels can have their quality drastically affected by how a few basic features are implemented. The most fundamental components of a video game are obviously the "video" and "game"; it's an electronic game you play where your inputs give some kind of feedback, even if it's just a text readout.
That said the mindset that gameplay is the end-all-be-all for all video games is flawed. All those other elements can elevate a game that has only average or limited or serviceable gameplay (eg. Fire Emblem Echoes) above games with more complex or developed gameplay that suffer badly in other areas (eg. Fire Emblem Fates). Of course it comes down to individual preference, what people want to get out of the game they're playing. If instead of being disappointed in a game's story they never had interest in the first place, the game's story being poor wouldn't matter to them.
