I expect it will. Persona and Yakuza have recently gotten more popular than they've been in the past because liking anime is trendy and they were already popular series within certain circles and so the release of P5 and Yakuza 0 brought them in the spotlight because there were a lot of people who already liked them to give attention to their new release, and that attention brought in the wider audience of people hopping onto it because it's trendy and word of mouth was getting around about it. SMTV matches those two in being relatively niche, but still with a fairly sizable following, and being Japanese-made to fit in with the trend. All that's left as I see it is for SMTV to be good, and it'll bring in a lot of people. It also has the added benefit of being the first SMT in HD, something that P5 had going for it too with respect to Persona.

No. The reason Persona has gotten bigger in the west is the same reason recent Fire Emblem has gotten more popular. The majority of interest in JRPG in the west is in character-focused stories and shipping autism. Most people don't really care about the gameplay, nor are they as attracted to plots that revolve more around themes than around characters. So mainline SMT will never be popular in the west, unless it changed itself to be more like Persona, which would remove its unique appeal and defeat the point of your question.

Jack Frost would have been more representative of the Megaten franchise as a whole, and Joker was just a popularity cash-grab.
