Persona, despite the relatively high number of sold copies of P5, is still a niche series. They obviously would like to have a larger audience. Now there are two ways to go about this. The first is the one you all know too well, which is to dumb down, increase the mass appeal and remove any remotely controversy of everything possible.
The other less known about way is to reach out to demographics that you believe would be into your stuff. This is what they've done. They believe /nincels/ have overlap with the Persona audience. That's why they're promoting the series in Smash and now make a Switch release of a spinoff. I believe this is the correct move to increase their bottom line in the future. I'm talking about Atlus. Obviously they paid for his inclusion.

Like it or hate it, this is the biggest surprise you could ever get with a Smash reveal and generated tons of hype for both games. It was so out of left field that any future reveal can't have the same impact because you could expect anything. They just like to feel as if when all the main characters are used up, the side characters have a chance. Kirby fans are especially egregious about this. The Big Three are all in there (Kirby, Dedede, Meta Knight), but just because Bandana Dee was the fourth wheel (essentially the equivalent of Yellow/Blue Toad), they want him in too. The reality of the situation is: Bandana Dee was first in Super Star, then suddenly showed up again the remake after twelve years of nothing, then RtD happened, which boosted his popularity among Kirby fans, so much so that that's probably why he's in the 3DS games and Star Allies.

K. Rool WAS big. He was the main villain and final boss of one of Nintendo's biggest sellers during the 90s, and he even was in a CG cartoon that was surprisingly popular in Japan and France. Even after Rare left, K. Rool still showed up multiple spinoff games, so he only really missed out on Returns and Tropical Freeze (and Jungle Beat I guess, but that game was a middle finger to Rare's characters in general anyway).

Dixie was/is big because she has appeared as a main character in five different DK platformers and she headlined two of them. The only other characters to share that latter distinction are DK and Diddy. It's just a shame that we have the headlining leads of DKC1 and DKC2, and the main bad of all three games, but not the lead of DKC3, especially since it's referenced in K. Rool's moveset. There's still a big hole in DK's representation in Smash.

But alas, Dixie is only good as a base roster kind of deal, and K. Rool took priority this time around.

DLC characters come with an extra charge so they're in a more premium sort of status. They should only ever be characters who Sakurai either legally or literally could not have managed to include in the base game. Why should Ridley and K. Rool get to be free and then make Bandanafags have to cough up extra cash for their wanted fighter for example? Or better yet, imagine if the base game did come with the somewhat underwhelming wanted Nintendo characters like Bandana Dee and Isaac, but then the big boys, Ridley and K. Rool were the first lined up DLC they expect you to pay 5.99 each for when it's been clear those two had a much bigger demand and should've been some of the first Nintendo newcomer ideas instigated by the fandom. It would come off as extremely scummy and nobody would feel good about it.

TLDR: Nintendo newcomers should just be in the base game period. Plant's a DLC due to just not being finished in time but they also made it free for enough people.
