Maybe our definition of being a dick are very different. It's true that sometimes Joker can do some very light banter (I did so at every opportunity I got, especially with Ryuji and Mishima), but I'd say it's still the minority of our options. The overwhelming majority of options are lines that give no personality whatsoever to Joker and seem like just a way the game has of making you feel included in the conversations. Even when you can mock someone it's really light, so I wouldn't consider being a dick save for rare cases.

For reference, as shitty as Bioware games are nowadays, their older ones actually allowed for you to be a dick. Namely Mass Effect, DA Origins, KOTOR and the even older titles. In P5 the most you can do are light jokes and rarely.

This could be solved by giving longer dialogue options that aren't just flavor text and make the characters react vastly differently to you (and not just maybe changing one line and the amount of musical notes) but it's too much effort for Fatlus

Part of it is the limited interaction between any of the main cast outside of their time with Joker. Assuming Futaba isn't into girls, that leaves Ryuji and Yusuke as potential partners. She never interacts with Ryuji one on one, and even goes as far as to say she senses no charm from him. Yusuke on the other hand gets a nickname, then there's the action figure scene, the lobsters, and Futaba offering to show him what doujins are.

Agreed. Since they won't add dialogue options that affect the story in a direct way, at least add options to personalize the player character, it's really not that hard. This and the way SLs are handled have barely been improved since P3. It's about time Atlus gets some feedback in relation to that.
