Which means he's the one with the vision about what the game should be, and tells the entire team what they should do.
Although he does have coding, AI programming and level design experience.
He developed a scripting engine for Snatcher because he was autistic about when scripts should be triggered and the coders weren't doing exactly what he wanted.
He also worked on the AI of soldiers of MGS1 and 2 and the level design of these games.
He also seems to take part in bug testing, seeing tweets of DS and MGSV.

Although micromanaging like he did in MGS1 and 2 might not be possible for him anymore due to the increasing complexity of Triple A games.
Back then, a handful of people were enough to make one game.
Nowadays you need hundreds of coders and sometimes even several teams to make a game.

Nothing suggests his approach to MGS4, PW, or MGSV was any less collaborative than prior games. People can be responsible for good things and bad things. I don't understand the desperate need to compartmentalize.

Outside of indie, programmers don't have any decisive power. You have designers and managers that decide about every aspect of the game.
