Vanilla SMTIV had incredible atmosphere, tone, worldbuilding and themes that Apocalypse upended for no good reason.

Granted, Apocalypse had stupid moments like the orgasm chambers but the tone of Tokyo felt way more darker and aggressive, like living there literally was hellish.
You saw a more unsettling side of humans and Mikada was almost like a lost paradise.
SMT4 felt like you were controlling untouchable godly samurai from the ceiling who were the saviors of the land, and it was all hackeneyed and dull

The second half of the game is when the story ramps up in intrigue and budget.
More interesting bosses, more unique locations, the obligatory party-split, etcetera.
It's only the first handful of hours that are a slog; once you've dealt with the Black Samurai, the ride begins.
