Atlus got rewarded by amazing record breaking sales and P5's team moved on to full-production of their next (99% probably Sony-only) game by the end of 2016, being confortable in the fact that PS5 will release in a predictable timeframe and sell a minimally acceptable number of units in the worst case scenario AND not have its life cut short.

So even if the Switch is more powerful than the PS3, Atlus still had more PS3 devs on hand then Switch devs

I understand having some expectation for P5 on Switch after Joker's inclusion in Smash, but what is it that makes people want it so badly? It's a great game, and I'm sure word of mouth of hearing that would make people want the game on Switch if they don't have a PS4, but people make it out like a port is one of the number one thing fans are requesting, and people who have just heard of the games and never touched them aren't what I'd call fans. If it were fans of the series then surely they would have played more than just P5, because I can't imagine you would play a game and then the thing you want more than anything for the company to do with the game is to port it to another console so you can play it again. But if you played the other games in the series then surely you have enough familiarity with the series to know how weird ATLUS are with exclusivity, you can see it even in their recent releases with SMT being a Nintendo exclusive while Persona's a Sony exclusive and PQ2 being a Nintendo exclusive spinoff to a Sony exclusive series. How is it that this would be the tipping point for you to realize ATLUS are unpredictable in how they choose to make things exclusive or non-exclusive? It runs on the Cathrine engine, the same engine with a full game (Cathrine) on the ps vita. If the ps vita can run it then the switch would be fine.
