RPGMaker is nice to dabble in for people who have no idea how to script. When I was young, I tried some scripting using BYOND and I think it helped realize later in life that I liked programming.

If I wanted to make some kind of turn-based tactics game, would I be better off using rpg maker or game maker? I know I could simulate isometric maps using parallax backgrounds in rpg maker, but otherwise haven't seen that many examples of tactics combat.

Most turn based rpg games are pretty much all the same anyway. They just change the story and art style every time with some very minor gameplay changes.

Game maker would probably be better for you. You could probably do it with RPG Maker, but I don't know if the libraries available would really help you too much. I feel like you'd end up writing a lot of stuff yourself anyways, so going with GM would probably be more fruitful in the long run since you have a wider range of tools to work from.

pretty much the first chapter had a loli character get punished by having her tied up nude in bondage ropes. There's also a major story arc about a guy rounding up children, surgically removing their bones and most of their organs and then compressing them into tiny cubes, while still alive and presumably still conscious, so that he can carry them around with him and use them to absorb curses for him.
The whole story is pretty gory and degenerate

It actually started out as an idea for a doujin but then the author decided to do a proper manga instead.
That said the author is an absolute fucking degenerate that includes his magical realm as often as possible, however I feel like it kinda works for the story in general, it's all supposed to be absolutely fucked up and beacuse the author himself is fucked up you get this weird fucked up shit that a sane human being wouldn't even dare to add even if they got the idea, such as people being turned into immortal blobs of flesh, a person giving other people an identity death replacing their mind with his own thus creating a hivemind of multiple bodies sharing his mind, kids getting amputated with most organs removed then crammed into a small container in which they feel everything but can't scream and will die within few days serving only as a life support system against curse and most recently a kid that wished to save others got her wish twisted and turned into a pillar of flesh that repelled the curse and provided food and water..
Also I don't think the toilet thing used to be a human, it was a village of humans turned into monsters (there's more context to it but it would take some time explaining) but I don't think that particular monster used to be a human, just a creature that was naturally in this area so someone got a brilliant idea to capture make it a fucking toilet.
