Yes. It surpassed Vice City and was great at what it did. It was expansive and had multiple cities with countryside and smaller towns, RPG elements, your own gang, customization of the character.
This, plus it was the first GTA to have planes that actually work
Has a good atmosphere mainly due to the music and diversity of environments. Same thing with Vice City.
plus multiple cities with multiple airports so there was actually a reason to use them.

At the time of release it had an amazing amount of content. Also a lot of people play multiplayer mods on PC to this day.
Its villains were great. Ryder as the hypocritical little shit. Big Smoke as the corrupted traitor. Pulanski as the fat shit asshole cop. Samuel L Jackson as the big bad. Killing everyone of the motherfuckers was rewarding.

It had everything. Fun gameplay, great soundtrack, good story, likable characters, good graphics. Modern Rockstar has yet to make a GTA as good as SA.

It's fun. Imagine getting haircut and clothes options right after 3 and VC, plus all those side activities, and swimming, and planes.

there is so much to do. the amount of content to do actually got less and less as the series went on instead of getting more and more as technology got more advanced.
It just feels good to play.
Good responsive controls, unlike all rockstar games that came after, and the driving was good.

The atmosphere, the music, the different towns you discovered and explored, the characters, the missions, the story, the controls, everything was perfect. There was nothing that came close at The time and even today most games have less combat than this gem.

How has gaming advanced so fast in just 10 years? No other industry has advanced this far, so fast. Cars took 100 years to get where we are today, Phones took 50, The Internet itself took 45, but Gaming only took like 35 years, from Pong in 1972, in 10 years the NES released with instant classics, and every 10 years there was always a major improvement in technology.
How'd gaming do it? How did it advance so fast and not stagnate like other industries. What'll happen when it does stagnate like the Phone industry, and we don't see anymore improvements because none can be made on a technological standpoint?

Great music, released on the best console, the PS2, giant ass map with like 3 or 4 different biomes, 3 vice city sized cities complete with airports, long ass campaign with 100 missions when V only has only 69 that has you doing vastly different objectives instead of go to X and kill like 20 people, a roster of memorable characters, protagonist that can swim, RPG mechanics like driving skill and being able to run longer by cycling, individual weapon mastery, ability to recruit gangsters into your party and get in your car with you (why the ever living fuck did they remove this from V?), greatest multiplayer mod ever, great music, I could go on.
Yeah, way worse than starting your hormone treatment in preschool and getting #metoo'd and canceled by 6th grade
GTA missions have always been dogshit. At least GTAV missions are almost playable or fun.
It was better than what we have now. You could call a gay kid a faggot and a nigger a nigga and literally no one cared because it was all in good fun.
There was always made up little games and diversions I could play. Before I dropped the game entirely, I would get in a rustler and start dogfighting with the hydras at the 6 star wanted level.

All those little one off things that weren't made to be part of a mission, and were just little hidden self contained goodies were so awesome. Nowadays it seems like every interesting vehicle or game mechanic has to have a mission or something introduce it, or give it purpose, and can't just exist to exist.
You definitely confirmed my suspicions. I couldn't place what separated San Andreas from the rest of the pack and I legitimately think it comes down to content. From character customization, collectibles, weapon mods, car mods, extra missions, and so much more. The game just gave and gave and gave.
In combo with everything I posted, the game oozed style. The orange glow achieved what the trail effect did for Vice City. The game seriously had a distinct to look to it. You could take any screenshot from San Andreas and instantly recognize it as such. I've basically got Los Santos committed to goddamn memory (also Portland from GTA3 because let's face it, that island was amazing). In San Andreas, the cities and surrounding areas were expertly laid out and given a sick amount of style that made even the most barren/rural of areas feel uniquely separate from everything else. Roaming the wilderness of San Fierro. Rolling on Grove in Los Santos. And gambling like a mother fucker on the Las Venturas strip. The game gave and gave and gave.......they don't make games like this anymore.
Games Like San Andreas. Not perfect comparisons, but games that gave and gave and gave to the player. Games that fucking spoiled you with the sick amount of content. I no particular order.

I know it's a PSP game, but the SP is long as fuck, the gameplay is a tightly crafted machine. The equipment, assist, summon components add unprecedented layers to the game. Fuck yeah.

You stomp the Johto Elite 4, are alerted to a waterfall. You check that shit out, and then discover you're in Kanto. You stomp another 8 gym leaders. You think you're done. Pointed towards Mt. Silver. Face off against Red. Stomp his ass. Pokemon Champ 4 life!
It’s peak GTA. No other game has dethroned it. There are aspects of other GTA/Open World Games I prefer to San Andreas, but in terms of being a total package there’s no comparison.
