Because the most recent generation of video game consumers have taken to crying and screaming in rage whenever a male hero is bested by a female adversary. The fact that her outfit covers most of her skin is enough to get her game boycotted in 2019, let alone her masculine facial structure or the fact that she is a mother. A character like The Boss would not be popular with zoomers.

There is nothing wrong with the "strong independent woman" or a prudishly dressed female in absolute. There's nothing wrong with ugly or disabled women.
The problem is including them only for ""representation"" or ""balancing"" your cast in some insipid fucking perspective that this character must exist, because your politics demand it. Kojima isn't a feminist. He included a strong woman for the sake of his plot, not for representing strong women in his game.
