To me, it's about making use of the limitations and advantages of the hardware/software to the programmer's/artist's benefit, and making something that more than the sum of it's parts.

Soul is sincerity. Well part of it is at least.
For example:
Shadow the Hedgehog is soul because it is completely unironic and straight-foward. It was made without thinking about it.
Sonic Mania is completely soulless because it intentionally holds itself back and is scared of being sincere since sincerity opens itself to vulnerability. If your game has characters with 0 personality then they can't be mocked.
Another example of this is modern pop music that is afraid of being sincere like it was before 2013. It is so bland that it can't be mocked because it has no melody or personality, that's why parody songs aren't a big thing anymore.
