China's only been the leader of C02 emission in the last decade or so. If we really collectively gave a shit we could come to some agreements with China and other countries this is why the US exiting the paris climate agreement was a dumb decision. Sadly the US has actually done a good job in C02 reduction but China and other developing countries are trying to play catch up with the US in terms of power, economy, etc; so reducing their C02 production would hamper their growth. There's no easy answer short of the US giving massive amounts of money to other countries to "level the playing field"
