That the game has had numerous mechanical overhauls.
Anyone that knows the inner workings of CDPR, knows this is always how they develop their games, it's pretty standard for them.
They'll dismantle and rebuild shit over and over and force their code monkeys to crunch 24/7 to compensate.
Their development process is composed of a "inner order" of senior members that decide changes on a whim (sorta kojimaesque in methodology) and everyone else has to work like slaves to keep up with their bullshit and constant changes.
It's extremely inefficient and scatterbrained but so far it always landed them massive hits so who am i to judge, i guess.

They said the game will be less "Witcher 3" (set character/class, linear story) and more Elder Scrolls/Deus Ex/Vampire: the Masquerade Bloodlines, with the latter two being the biggest influence on what they are targeting gameplay wise.
So expect Cyberpunk to be more immersive sim with heavy emphasis on character build, choice, and exploration encouraging multiple builds and playthroughs to get the full experience.
