Uh, they were never planning on animating the top, those are just, like, splash art rather than something you're actually going to directly see in game. The large difference in quality is because the two sets of images or clearly designed for entirely different purposes. The top ste is for showing them in action and to look nice, while the bottom is clearly there as a reference in neutral positions sans lighting (hence , this is artwork there is no "lighting engine" lol) which other stuff will be based on.

The character designer is a brown man, Alex Ahad.
His original concept design was Vasco, the guy on the top. His design pulled from conquistador and cowboy elements in a cast full of mythical/cultural references, which was supposed to be a meta joke (he literally invaded the game)
Alex aparrently liked the design enough to show it off, but later, the rest of the team thought it wasn’t coherent enough. So they tweaked some things around, and the result was Latigo, the guy on the bottom.
Both of their personalities are basically the same; grizzled mercs who will do anything for the right price. They’re even partners.
After a bit of backlash, as yes, Lat was excplicitly replacing Vas, but they didn’t wanna scrap Lat or put both in the game. So the compromise they reached was that Vasco would be a very important figure in Lat’s storyline. What exactly that is remains to be seen.
Personally, I kind of want both to be in the game. I hate Lat’s gunvolver, but the idea of having cowboy bros on the same team makes me moist

The basic idea is to build combos to fill your super meter to pull off high-damage attacks. It works on an ATB system like PS1-era Final Fantasy, but the biggest inspiration is Valkyrie Profile. In that game, each of your four party members is assigned to a face button, and you build the best combo you can by attacking in the right order with the right timing. Indivisible complicates this by making it real-time, giving each character more attacks, and having you take an active role in defense.

It's too reminiscent of Anime, which is really lazy animation, the thing is Anime actually has intricate designs with lots of detail that take full advantage of limited animation, meanwhile this game has no intricate designs nor full animation.
I'm not asking them to go full on disney, but maybe cheat a little by using a mix of 3D for the body/clothes/hair so a lot of the more intricate animation is done by a physics engine, and a 2D face for that 'animated' feel. That's what Tree of Savior did.
