yes. No one asked for New Vegas in FO4 engine. It's just a case of "OMG FNV IS SO EPIC" meme-craze that you bought into without giving it much thought. FNV was good for its story, atmosphere and most importantly, the moddong community it spurred.

There is no reason at all to port the game, other than the desperation of making FO4 good by any means. Unfortunatelly, slapping a different game on top of it while keeping its original flaws is just like hiding your head in the sand. It's redundant, it's wishfull thinking, in a word, it's the most reddit mod of all.
I'd play it just for better combat considering it's the only thing 4 has over NV.

literally fucking everyone complained about the game engine being shit, Fallout 4's is shit too but it's parsecs better than New Vegas' in terms of combat and visuals, also, faces.

New Vegas is all about nostalgia and letting go of the past, the story and even the game itself, being an attempt to emulate Fallout games prior to 3 within 3's framework, largely revolve around these themes. So I would say that it's only appropriate that the game starts off with an altruistic old man giving away his memoraphilia that he doesn't have much need for anymore.

That'd be pretty clever, though maybe you're reaching a bit. While we're on the subject, it's kinda funny how hard it is for fans to let go of NV. The game is essentially telling you there won't be another NV and to let go of the idea, but with Bethesda at the helm it's hard not to want any studio even half-way competent to take over.

The developers have been pretty blatant about the themes plus the DLCs went so far as to literally spell them out. A lot of major characters are hung up by their past in some manner, and the ideal outcome for them tends to involve helping them let go. Both the NCR & Legion are attempting to imitate past failed empires instead of looking forward, and siding with either instead of telling them to fuck off will ultimately make things worse. Yadda yadda, I think you get the idea.
From what I saw posted here the general consensus was that it all fell apart after leaving the Vault and the majority of encounters were dull set pieces with waves of enemies for no good reason

It's fucking horrendous. Bad writing, very linear, almost every important decision is not important just an illusion, shitty quests, zero replay-ability, almost nothing redeemable about it whatsoever. The vault moments were decently put together but everything else kinda sucked
Oh, and the ending has some ripoff of The Master who makes a lot of wild, incoherent claims about you that the devs had to clarify were just nonsensical ramblings because they broke the lore so hard
All I remember is the plot involves You being some mutant clone of the Vault Dweller or something. Never found out what happens with the nerd hitting on someone on a dating site or some shit.
You're also the courier
and you don't get to keep any of the gear or levels or fucking anything so what's even the point of half-assedly connecting every ending to lead to the start of New Vegas

well that just sounds bad on a surface level, these mod teams really need to get proper writers, its something EVERY one of them lacks or fails at, I've encountered very few quest/expansions mods that are decent

It came at the cost of narrowing all possibilities and ruining the different outcome of all the endings, which is one of those things that gives F:NV so much replay-ability. Fuck that shit

It might look good short-term for Mojave, but the NCR as a whole is a bloated mess that's inevitably going to crumble under its weight
The NCR is prosperous outside New Vegas, to a point where Avellone himself wanted to nuke them just to get the wasteland back to being an apocalypse. Their struggles in New Vegas are solved by the courier, all of them.

It is bit more complicated than that. Voice actors have rights regarding their work, they would need to be compensated if their work is re-released.
