Why was shadow so arbitrarily decided to be sonic’s echo when he literally has a reoccurring evil robot CLONE?

Shadow is more popular and relevant than Metal Sonic. The fact Shadow is even an assist trophy while Metal Sonic is a spirit speaks volumes.

At least Metal got a boss fight in Forces. Shadow gets defeated (by himself) in a cutscene. Metal also got to be the main antagonist for the first 10 or so issues of the IDW comics, and Heroes and Free Riders.

I don't understand it either, Shadow has actual unique moves compared to Metal.

Metal Sonic could never be an echo of Sonic, he moves completely differently.

Because metal sonic has completely different attacks from sonic

Metal has characterization. He is a cold, twisted machine that has a rebellious streak and thinks he's the real Sonic

Because Shadow was pretty much a palette swap in his first two appearances whereas Metal showed unique abilities from the get go.
