If they're using the same chips and the same layout, it's legit.
it has the Nintendo seal of quality, therefore it's not fake
it's a good clone if anything
if i had to guess, the minor differences are because it's a different board revision (10 vs 30)
I'd say left one is fake due to the Nintendo logo

Left is fake because the lettering of gameboy advance on the cart is too thin.
The right one doesn't have the small numbers on it like a normal game

What's the issue if it's fake or not? Does the cart not work? Is it lower quality?

They're both legit. Nobody is going to go to the effort of printing the fucking product code on the flash chip if they aren't making millions of these things, the small differences are due to the board revision.
Every GBA game has a small indented string of numbers and letters somewhere on the label. Does it have those?

Just looked for myself and the one on the right is fake. No code. For reference, the code on the left is right above the 'E' in the 'CE'
Left is clearly a working card that has revived more wear and tear. faded ink and roughed up plastic shell. I'm completely unfamiliar with gba circuit layout so I can't make any judgement base off that. Right is fake.

God cartridges like this are so full of soul. When you're a kid the idea of a whole world inside of a green circuit board is mind blowing.
Usually the giveaway is in the gloss on the outside of the cart itself.
Not familliar with GBA myself, but for DS/3DS you look at the nintendo seal, which always has a specific type of gloss different from the rest of the label. Another giveaway is the inset serial number on the back, the numbers on an authentic cart have a glossy inset but are the same hue as the rest of the plastic.
Also you can usually tell by the print on the front of the cart, lots of knockoff game carts don't use as high quality print and the label is slightly blurry and sometimes not set perfectly center. In a similar vein, the manual can give it away. It's painfully obvious when a manual has been photocopied and reprinted, so if someone's selling you one brand new "in-box" and it has a bum manual or no nintendo club slip then you know it's fake.
Most carts work fine, but lots of knockoffs have crashing issues and will sometimes delete your saves. Some knockoffs like pokemon games have issues when communicating with other games.

To elaborate, check the left cartridge at the bottom right of the super circuit logo. Next to the race flag. Missing on the right.

Clone carts are blatant when you open them, the chinks don't use identical fucking flash chips with the product code screen printed on them. This is the level of attention to detail you'd see on products retailing for hundreds of dollars, not a 2 dollar clone.
Clone carts have been getting much better, especially for more expensive games
I don't know how it is with most fake cartridges, but I got a bootleg GBA game from a clueless relative once. The game ran fine, but it would lose its save data after switching the GBA off, so it was a bit shit.
