Was this actually a good game or just waifubaiting? I want something relaxing and it has good music but there doesn't seem like a lot to it. Though I remember Yea Forums raving about it and am curious as to why?

It's just idle conversation with NPC's. You might enjoy it, you might not. I got bored halfway through, just not really my thing. The gameplay is tedious and there's no way to get special events unless you stumble upon them or look up a guide.
I really liked it. The story was interesting and entertaining and sometimes moving.

It’s got a great soundtrack which is one of the first things I look for in a game.
Like I got bored halfway through it and I usually have a high attention span for visual novel games. The characters and setting are somewhat interesting, I'll give it that. But the game but arrives at a coherent overarching plot and it suffers for it. There are better VNs you could be playing.
Its actually interesting if your'e in the mode for that kind of story based game. It isn't a full on visual novel, there are things to do and choices to make, which is nice. Its a unique take on adventure and worth playing.
Oh if you like it or want more cyberpunk but with a bit more traditional point-and-click adventure / puzzle style, Red Strings Club is a nice alternative (though its not animu graphics etc). The devs of VA-11HALL-A are making another title though I think it comes out this year - Its name comes out to NIRVANA or something like that.

Do you like those slow episodic slice of life anime about people just meeting other people and learning about their lives? If so, then you'll probably enjoy it. If not, probably not.
I dropped it when I was about halfway through, mostly because I don't usually like VNs. I thought I'd give it a chance because I actually like socializing in bars. The soundtrack was really good and some characters were fun though.

It's invariably based on getting people drunk/not getting them drunk and remembering the specific drinks for the right occasion when they order something else.

it ends extremely abruptly, many loose ends never get answered for whatever reason. Otherwise a very chill experience

It was hardly a game desu. Atmosphere and Music were top notch though, and I did like what I got from it. But it was way too short.
