Because Don Mattrick sprung the concept of the MCC on 343 while H2A was well on it's way too being done, and not allowing them to budge on the release date. Naturally it was a fucking disaster and as always you can thank the suits first and foremost
343 is much better than Bungo, they fuck up a lot, and have taken Halo in some bad directions in the past, but a mixture of bad direction and trying to find their way out from bungie's shadow has made things hard for them. I genuinely think that between Halo 4 and 5 you've got all of the pieces for an absolute classic game (minus the art direction, which was provided by the guy who has since moved on to nuDoom, if you were wondering why they looked so fucking similar), so I think Infinite will be the moment where 343 can really put it all together and show their chops.

Modern Bungie just sucks, there is some talent in it but most of the leadership is crap. That is what killed the both Destiny 1 and 2. Activision might have a small part of the blame but Bungie has the lion share of it. Literally why the fuck would you scrap everything 3rd hour twice in a row. Guess anyone that learned from Halo 2's development left the company.
343 has made some really shitty mistakes and took Halo into a shit direction while being arrogant assholes about it. But atleast they changed their ways or the more likely the lack of money for Halo's new direction hit hard. So they started listening to fans to allow the art direction to go back, are going to put MCC on Steam, and seemed to be listen to the fans. Most likely to try to get money but we will have to wait and see if Halo Infinite will be the trash fire or 343i actually listening to the fans.
So to answer the question, right now 343i is better than modern Bungie.

343 has fucked up a lot but they are actively making an effort to improve: after 4 shit the bed, they removed all the codshit in 5 and drastically improved the MP, after the travis books ever book since has been great, 5 got tons of post launch support, MCC got a huge update intiiative and is now getting a PC port, etc.

Nobody says that. The gulf between what 343 does right and wrong is gigantic, and has been that way since the get go with the Reach DLC and Title update being followed up by Halo 4.
The thing is, Bungie is a dumpster fire, so its like someone who can walk out racing a person with no legs.

I don't necessarily agree with all of these but it points to the general trend of 343 being 2 steps forward and 1 step back with everything they do, I think 343 has the capacity to make a masterclass shooter, they just haven't gotten their shit in order yet. Bungo meanwhile has just kept repeating the exact same mistakes over and over for nearly half a decade now
Pretty much, I feel that if 343 gets it together they can potentially make one of the best Halo games ever made.
