If I was in charge, the controls would be changed completely so the player would actually be able to use free aim. Still, the player would have the option to remap the buttons as he sees fit. It would constantly get FREE single player DLC.
The online wouldn't have any microtransactions, because I'm not a greedy, corporate coward that preys on weak minded, gullible people. The prices would be reasonable, and you can do heists with just 1 other person. Heist setups can be done alone. The loading screens would be completely fixed. I wouldn't even care if "modders" were giving others money, so long as the player's experience is fun and enjoyable. All businesses can be done in private or friends only lobbies. Character creation wouldn't be retarded, and K/D wouldn't exist. Ammo has to be bought in Ammunation only. The orbital cannon, oppressor, and deluxo would never be a thing. The AI would have reasonable and fair accuracy. They wouldn't be complete bullet sponges. The police would also be fair and balanced. Mission payouts would increase depending on how fast it gets done to encourage teamwork and discourage quitting.
There's so much more I could think of.
GTA 5 had SOOO much potential it's unreal if you think about it. Same thing with RDR2. But as the bible says, greed is the root of all evil. Even videogames aren't safe.

he was so fucking dull and the side character Lamar acted like an actual black person with x100 more personality than Franklin. Franklin is supposedly an amazing driver yet he doesn't even give a shit about cars, there's nothing about him working on cars in a shop or being a grease monkey or fucking anything. He's just "we need a black guy, but it's not cool to represent hood culture anymore, but it is cool to talk like you're from the hood" the character
