I wan to believe but the biggest thing not in your favor is Nintendo of Japan made the DLC suggestions and I have feeling they probably went mostly for shill picks. Characters they knew were currently popular and would sell well. I'm not sure Phoenix falls into that category, his games are kinda niche in both Japan and America.

I genuinely believe Sakurai when he says it was too late to add him. It might not seem like it to us but I have to bet the Smash roster is probably largely decided before development even begins and development takes awhile. And from there characters seem to get cut, not added if data mining is anything to go by.
Also by shill pick I meant a character whose DLC will sell not a character who shills other Nintendo products. Obviously P5 getting attention from Joker doesn't really financially benefit Nintendo but if Joker sells well because the character is really popular that does. I know people considered Corin a shill inclusion for the last game but I almost wonder if the sales of various DLC fighters from the last game might have influenced Nintendo's decision making this time. Based on what Reggie said during the Joker reveal, all the DLC characters are going to be third party characters and I'd be willing to bet that Ryu and especially Cloud were some of the best selling DLC for 4.
I think someone involved with AA might have deconfirmed him but the thing is people will totally lie about this sort of thing. If you say something like "No comment" then it becomes obvious he's in.

Maybe, that's a good point though on the flip-side it's not exactly a hard game to port to different systems. The more important thing I probably should have said in my last post is that it doesn't matter what Capcom wants because Nintendo of Japan made the initial suggestions to Sakurai who then made the final choices. I mean maybe they could have made their own suggestions to NoJ but they were pretty far removed from the selection process even if they did. Joker has a good comeback mechanic now, where hitting him takes away his advantage pretty fast. Could do something similar to that. Honestly an evidence system, i.e. something to cycle through like Pac-Man's bonus fruit but not ranged per se, could be fun. As in, the right evidence for the right situation, like you pull out a thrown autopsy report when at range, but you wack someone with the Thinker for a kill move (and the SFX makes the clock ringing noise).

Cloud is kind of that as well though not really a shill pick sinc epeople wanted him he doesn't benefit a game on a Nintendo platform.
