Kotal is way cooler despite shao khan despite Shao's literal decades of character building.
Despite that I think Hammer Shao would probably beat Kotal, but Kotal doesn't rule through fear alone and has powerful fighters like devorah willing to give their life for him.
1v1 Shao Khan wins but Kotal a better ruler capable of stirring hes peoples hearts to over throw Shao. To bad hes also pompous so I bet he would go for the 1v1

So is Kotal crippled now? I didn't see him walk anymore past when he got Bane'd by Shao Kahn

Shao already proved he is since he beat Kotal twice and crippled him on top of that.
