If you're talking about tr4.5h just play like a child having a friendly match against another child. There is literally no difference between that and playing competitively because they purposefully made it that way.

Do not pick characters that others tell you are very good or listen to tier lists. Pick a character that really suits your style, you may play a character that you think you like right now, but you sound like you're sucking ass. There's 70+ characters to pick user, you can even pick a character you think looks cool, combo videos and training will help. A local friend or mature sibling can really help you sharpen your skills, you will know you're good enough when you never lose to lvl 9 cpus, they have broken skills and yet I can clap them.
Also do not play bowser jr. You're good to go now!

Play against people who are better than you.
Play against more than a small selection of people.
Play against people IN PERSON. Playing online exclusively may help you get a bit better, but you'll reach a cap in what you can learn and execute much more quickly due to latency. If you only ever plan to play online then it doesn't really matter, though.
Actually figure out what your character can do, there are plenty of resources.
When you lose, actually think about why you lost and try to correct it. Look at footage/replays. Blaming the other person or character for playing like a bitch or how there was nothing you could do won't help you.

Play the most over powered character according to tier list.
Run away for 5 minutes if your percentage is ever higher than your opponents.
Run away for 5 minutes if your percentage is ever lower than your opponents because you can just win by tie default.

Oh and if you're talking about melee, pick Fox, falco, captain falcon, marth, sheik, jigglypuff, ice climbers, and peach. Then perform broken techs from the internet until you can't mess them up.
If you're taking about proj m, then follow the ultimate guide except learn project m shit.

The most important thing is just to play the game. A lot. I think it also benefits your skill at the game as a whole to play different characters. Picking just one or a few and trying to get good with those without ever playing others will only hurt you. The better you know the character you are fighting against, the better you can respond to their kit. Practicing combos is useful but a crutch if you rely on it too much.

To add to the other anons
1. Don't play too much against CPUs. Even at level 9 you won't learn much after a certain point, cause you're just trying to trick the AI behind it and develop certain behaviours that are bad against humans. Even some compfags rather play against level 3s, cause movement is the only thing you'll learn from fighting CPUs

2. Avoid playing online if you can. Even a little latency will make certain moves harder to punish and you might develop bad habits. If it noticably lags, then you're fucked anyway, since then you have to pay attention to your own character which you don't want after a certain point.

3. Learn your moves. Whatever character you use, learn the ins and outs of them. How much ending lag or landing lag does this or that move have? How much reach? How does it clash with others? Only a few moves are completely useless, learn all the others.

4. If you have a good feel for your own character, try to predict your opponent.

5. Ask others about your bad habits since you WILL have some.
