First off, Steam didn't remove it, the publisher did.
Second, I wouldn't really call it a joke/meme, it was a poster in one room in the game that said something like "Xi Jinping is winnie the pooh idiot". Just a straight up dis.
And to clarify about the downvoting, the Chinese are knee-bending insects that have an Orwellian "social credit" system which basically judges how worthy of a person that individual is to society, having a low score will cut you off from certain amenities like public transportation. The Chinese attacking anti-Chinese sentiments online is really common, because they hope they can earn some good-boy points by doing so.
I remember seeing some article about this chinese student who studied in America, and said how nice the air was, which was met by on onslaught of bugmen saying "FUCK YOU CHINESE AIR IS BEST AIR"
