Because most female armor is actually just clothing, and in many cases isn't even armor to begin with.
Think of a loincloth or a dress with armor pieces attached to it, it's just a dress with armorlike decorations, not actually armor.

It's also important to note that in many cases, fantasy armor represents the faction, nature, or beliefs of the character itself, and does fit the character. A female wood elf is generally dressed in leather pieces and less covered up than a religious paladin, because of the barbaric nature of wood elves in fantasy fiction.

Lastly most female powerhouse characters still have an emphasis on the breasts, thighs, and ass of the character because it represents womanhood. It's a way to feel immersed into the character and help feel that she is in fact a woman.

IT DEPENDS ENTIRELY ON SETTING AND TONE, ITS THAT SIMPLE.

is your setting grounded in realism? then there are few to no female combatants, the ones that do fight wear realistic armor, is your setting high fantasy? can a character shrug off blows through their sheer toughness? then you can make them wear armor that is more indicative of their character, a barbarian woman wouldn't wear heavy armor and wouldn't care about revealing their skin and their scars, and a paladin woman would wear heavy armor with ornamental decorations on it. You can even ride the line between a realistic set of armor and fantasy armor by adding certain pieces of flare, or removing certain pieces.

You should be making armor designs that work within the setting and indicate something of the character wearing them, not just appeasing some goon who says 'buhhh boob plate no real, women fighters no real, bikini armor bad only 100% historical accuracy good". Video games are fiction and in fiction you get to make whatever the fuck you want so bend the rules and get creative when it benefits entertaining the audience

I prefer armor to be nice first and foremost, and sometimes, revealing isn't nice. Like sometimes bikini armor really looks retarded - for example, with full closed helmet. THIS is stupid in my opinion. Or when girl is wearing some non-existent clothes, but has xbox huge pauldrons to compensate or something.
On the other hand, super realistic armor is usually also boring, because stuffing in game some sort of really ornate armor seems to be really hard because cloth physics and clipping, and people just stick to something really, really basic and generic.

It's absolutely best, however, if you are given choice, like styles, or variations of the same set. It's always best to have more options. Or leaving ability for someone else to fill optional things in - mods, in other words.

If it's tongue-in-cheek, then the bikini armor is fine, however in a more serious setting I'm not against distinct differences between male and female armor if only to make it more visually clear who is who, especially if they're an important character. Not interested in staring at 30 copies or roughly the same model (i.e. a group of soldiers) and not being able to tell who's who. So something like different chestplates or helmets doesn't bother me.

Realism isn't an off-on switch, it's a sliding scale. The idea of verisimilitude means you can have a some elements of fantasy supported by elements of realism to help draw you in. Like, take a look at Mobile Suit Gundam (Universal Century series). It's more elements of realism than than what came before, but other series went harder on the sci-fi, like Fang of the Sun Dougram, or even harder with Armored Trooper VOTOMS. You can have something fantastic, especially when you are working with something that is realistically an exception rather than the rule (like female soldiers), but still have it be more slightly grounded.

A suit of real, functional plate armor will cover as much of the body and weight, heat and engineering complexity will allow.
