He's already been in a fighting game before, so he already has one. His smash attacks could be interjections like objection, hold it, etc, and he could throw evidence as projectiles. Recovery would be a stepladder.

Phoenix unleashes collected evidence into a homing projectile that indicates a "culprit." Any opponent hit by this projectile takes additional damage from Phoenix and has a chance to be stunned after each attack. The more evidence gathered, the more effective the projectile is at homing, and the larger it gets.
>Side Special - Magatama Psyche Locks
Phoenix brandishes the Magatama at an opponent. If they are facing him and close to him, they get bound up in chains and take damage slowly until they escape, though they cannot be launched in this fashion and take half damage from any outside attacks. It gives Phoenix one piece of evidence.
>Up Special - Missile
Phoenix teams up with the police dog, Missile, to give him a boost. Missile pulls Phoenix on his leash, leaps into the air, and bounds forward. If Missile has a chance to land after bounding through an opponent, but before the attack ends or is cancelled, he'll find a piece of evidence.
>Down Special - Metal Detector
Phoenix produces a metal detector/magnet combo and can search for evidence in the ground. The metal detector produces waves that slow opponents in range, and beeps and blinks faster when it's found evidence. Putting the metal detector away grants you the evidence if you've found it.

Phoenix raises an objection against an opponent that is close by. Essentially his level 3 special in Marvel vs Capcom 3.
