even further imagine the main quest doesn't even exist as a quest but instead you have to figure out what it is based on all the optional quests that add to the big picture, like you'd have to yourself figure out the world and what's the big problem and reason you're there

How does level scaling work in this game? Do enemies get stronger when you start leveling up your gear?

I feel like I didn't start seeing stronger enemies till I started farming for parts to level up my armor to level 3. I did have a lot of shrines done by then though.
