Not him, but to get the size and feel of GTA down you pretty much need to have specialized AI routines and rendering techniques that I doubt you will be able to program in this. That's one of the major problems with these "toy" creation tools. There's no real room for optimization.

You don't need PS+ for this until multiplayer launches, at which point you will need PS+ for that part of the game. However for now you can just play it with the standard online features without PS+. Kinda like Gravity Rush 2.

It's pretty hard to get rigged quadrupeds since the default puppet only supports bipeds. If you make a decent model maybe someone else could rig it to be playable

It is possible but it will never happen because it would take forever to make (years), would be very difficult to make run, and it wouldn't feel right unless even more time was put into the project that will result in no income for the creators.

This is a game engine and making a game that is fun to play takes a long time (early access has only been around for a few days). Also everything is being made by amateur devs that are often still learning how to make games fun. Most Dream creations will be visual showcases or they will not play great. Better playing games will come in time but they will also be smaller in size due to just being fan projects with no funding
One of the cool things about Dreams is that people can easily search for and use other peoples assets (like trees or music). It's like having access to all of the assets you can purchase in Unreal for free. It makes designing a prototype for 3D games simple enough that anyone can learn how to make games.

Most of the kids on Yea Forums would benefit greatly from playing Dreams as it teaches game design without needing to learn a coding language. Most people's opinions on video games would change from having some knowledge about how they are made.

I'm not sure what the scripting in Dreams is like, but Unreal blueprints are extremely easy to learn. Blender's a bitch, but you can just use pre-made assets if you don't want to fool with it much.
