Real answer, they weren't sure how much of a story would be okay to put into a gacha game. Most people play gacha games not to read the story, so they were worried it would detract from the player's experience if there was too much text.
Eventually someone told them it was okay to just do as Type-Moon does, and Camelot happened. I remember reading an interview on this.

Camelot is literally the only semi-decent part of the game, story-wise.
And the reason this happened is that people are content with more Servants being shoved down their throats, and the vast majority of FGO's players don't understand anything that made TM good or interesting in the first place, so they chose to cast all those aspects aside in exchange for mass appeal.
