I want Valve to go 2 ways: Either full-on curation mode. Every game that is submitted is being played by curators from start to finish making sure that it's well polished and assigns the appropriate genre tags.

Anything goes as long as it doesn't break any laws. But assigning proper tags is part of the submission process and if the dev doesn't do it right it gets instantly denied.
