if what some people are predicting about the full game is true, Deltarune will be kinda like a Persona game where you and your friends go to alternate worlds to beat shit up. The reason why Toby said the game is taking so long is because he introduced "all" the characters at once in chapter 1 and he said that he HAD to get the town design right specifically in chapter 1, and combine that with the fact that we know that there are multiple areas in town locked up and some people in town look like prime JRPG party members
My guess is that in each chapter you will go with either one or two classmates(or one of Kris's acquaintances) to a Dark World in town to solve something or whatever.
Also Ralsei is probably evil and killed everyone in the card kingdom

there are two ways monsters desintegrate in Undertale, the first one is by transforming their sprites in a weird font and increasing and wobbling that font size while scrolling them up
the second is by simply pixelating their sprites and simplyfying and enlarging them while they scroll up and dissappear
you can verify this in the papyrus death scene: His Body goes out first and then his head talks to you before desintegrating. Take a look in the way his body desintegrates in comparison to how his head does.
as said Before, Toby is a Writer and Musician first and foremost, but not a Programmer or Artist too. Actually he's very bad on those two.
I see people praising him and treating him like ZUN or Pixel when in reality he just did very basic Programming, wrote the script and made the music while asked for Temmie to do a lot of the spritework for him, which is fine by me since Temmie indeed does very good art and he DID do some spritework himself, mostly for some simpler monsters and things but it's fine for a game like undertale.
so I predict Deltarune will have more artists working on it besides Temmie(which arealdy is doing a thing of her own) and probably a new programmer or two to polish the potato code Toby wrote ages ago

Pretty much everything. Even a layman should be able to see how much repetition there is, and a beginner programmer should know not to use strings like that.

worse is that some of the outcomes of witnessing different events are the same, so a switch would be better. bitflags would have been ideal for combining behaviors

Everyone's already answered, but I thought I'd explain one of the problems in a way non-programmers can understand.
The code here appears to update the game over screen to specify what exactly tipped the teacher off that something was wrong, whether it be blood, a weapon, lewdness, etc. However, the dev only wants the most important reason listed on the game over screen, which is why there's code that says "If the teacher witnessed both a weapon and blood, only state the teacher saw a weapon." To achieve this goal, he lists the result of every possible combination. There's code when the teacher sees blood/weapon/insanity, weapon/blood, weapon/insanity, and son.
This is retarded, and here's why: let's say the dev decides to add a new cause for failure, like "Drugs". The way he currently has it set up, he would have to add a truckload of new statements to account for every combination: drugs/weapon, drugs/insanity, drugs/insanity/weapon, drugs/insanity/blood, etc. To make this code work, not only does he have to take out a pencil and paper to figure out every single combination, when he codes it all in he can't make a single spelling mistake. If he accidentally types "Weapon and Drgus" instead of "Weapon and Drugs", then the code won't work properly. This is time-consuming to do and easy for the programmer to fuck up.
What could he do? Based on his code, it's clear there's a hierarchy: teachers care the most about insanity, then weapons, then blood. The could could have looked like this:

else if (this.Witnessed.contains("Blood"))

Don't have to write up every combination, the teacher's priorities are easy to understand, and it's easy to spot a spelling mistake. Want to add drugs as a game over state? Simple as deciding how important drugs should be and adding the else if in the right spot.
