If you have to have other characters teleport in to do most of their moves, then maybe that character shouldn't be a fighter.

I imagine his neutral special works like Megaman's A jabs. Except you hold it.
Press B and hold it for him to rev up his minigun and shoot. You stand still but aim with the stick. You gain superarmor based on your damage so you cant get knocked out of it easily. Has no knockback but has a slight "push" to it so it's hard to run straight forward through the bullets. The idea is this would be the bulk of his damage dealing, but cannot kill. He'd have to use either a smash or a tilt to kill.
Smash attacks work like mii gunner, enough said.
Jab and tilts involve him punching with the boxing gloves.
His up special (I had this idea before joker) would be the grappling hook from TF2's Powerup mode. If it grabs an opponent, he'll kinda capt falcon them down. If he's standing on the ground, then he stays in place, but slams them into the ground burring them.
Final smash: Kinda like Joker or Megaman, He hits them, then a cutscene ensues were the medic upers him and kills everyone he hit.
Grabs could be anything honestly, but they should probably be rather weak since that's not what he's known for.

A series not being important should be an upper bound for how many characters it gets, but a series being important shouldn't act as a lower bound to how many characters it gets. The reason being that dragging in second rate characters to fulfill a sense of parity between series is retarded.

chosen undead in smash would be a strong challenge in reapproaching the concept of the slow heavyweight. canonically he has a very strong repertoire of offensive and defensive options, so giving him weapon switching mechanics alongside poise they could make a very versatile walking tank situation. think longsword/zweihander/spear rotation with the option to switch from 1-hand to 2-hand, alongside an extremely versatile shield that you can block with and hit people with to break their shields.

Given everything we've heard about the decision process was about expanding Smash to new audiences it's pretty likely.

Am I the only one who doesn’t get the appeal of Leon in Smash? He’s just a normal guy with a gun who shoots zombies. He wouldn’t be interesting at all except for the novelty of “wow guys, Resident Evil in Smash!”

Because there isn't a character like that in Smash. Snake had his guns taken away but with Metal Gear being more stealth focused than action, it actually made a lot of sense. Joker has the gun/knife shit as well but his big shtick is Arsene. Plus Leon could use other weapons such as shotguns, rifles, etc, and the rocket launcher being his FS would be a great homage to RE2/RE4.

Just because a character is "boring" to you doesn't mean it won't make a lot of other people happy.
