Yes, yes, Sims is easily moddable to suit the experience you individually want, that's like half the appeal. They can do their "Melanin Pack" to create their ideal characters and i can do KinkyWorld, WickedWhims or Sacrifical to make it a porn game with drugs, murder and violence.
It has been that way since fucking Sims 1 since making and modifying sprites was relatively easy, they even had official tutorial guides on how to reskin so you could make new clothes and change the skin color.
Sims 3 had people make entire worlds on regular, including recreations of real ones with custom rabbit holes and models.
