They said that, yes but that was 8 years ago BEFORE Monster Hunter appeared in Marvel vs Capcom Infinite.

In the same interview where they stated they wanted Monster Hunter to be represented by Monsters and not Hunters they said "You also have to get permission from the producer of that series to include the character and however they are implemented." Which means they must've changer their mind since then.

Devil May Cry =/= Monster Hunter and plus the English voice actor for Dante said this, how would he know that?

Sakurai chose base, Nintendo is choosing DLC. Monster Hunter is a great business decision due to the success of World and the rumored new Monster Hunter game coming to Switch

He meant there will be no returning characters from past Smash games because everyone is here and that all the DLC are new fighters. Sakurai said the same thing during the direct. It's called PR talk.

Nope project plan was before Monster Hunter World. Capcom and Nintendo would want to bank on the major success of the game (being Capcom's best selling game EVER). And bosses don't market as well as playable characters.
And with Spirits coming with DLC confirmed that boosts Monster Hunter's chances even more with there only being only one Monster Hunter spirit in base game while Shantae and Shovel Knight got more then one.
